'All bulk data' was the intended meaning. Assuming copyright is not
going away, certainly operators would want to see the complaint
generating portion of bulk move solely and natively to the undernets
under some sort of giveback model. To save for non complaint data.

It is not fair to assume bulk data = bad or worthless. Is the giant
second insurance file released by Wikileaks bad? Are Nina Hartley's
sex ed videos bad? What about the USA state of union video speech?
Or some dying grandma's video memoirs?

Much rather see guidelines for everyone as to how to do it
right, than to punish or prohibit. Because everyone knows
restrictions get routed around or left behind.

Sure. So no problem to use legit anon wifi at coffee place if you
want speedy update. Then phone home is no problem.

On trust... some mention that they trust exits (and thus node ops)
more than clearnet. Well then, node ops can set up WSUS onions and
deb/BSD update onions and you can trust them too and not use exit
bandwidth at all :)
