Yes. I have downloaded the tor expert bundle from torproject.org, and notice it does not come with a torrc file. I am wondering what a good way to generate one would be. As in, I wonder what a good way to configure the tor expert bundle to generate a torrc file to generate a torrc file that could input the relay settings

Fingerprint DB1AF6477BB276B6EA5E72132684096EEE779D30
(Which was the fingerprint of the relay that was shut down due to the OS switch. 

Torrc settins of the relay to be inputted into tor expert bundle

Well done for persevering. Any non-Apple OS software on Apple hardware
is inherently prone to difficulties.

I guess if nothing else, we could consider a little more OS diversity to
be a good thing.

The crux is; you can download a tor binary from the torproject.org
website and run it through cmd.exe. ("Command Prompt")

Windows doesn't ship with any OpenPGP implementation by default (AFAIK),
so verifying the signature will be a bit of a pain. You could use a
Windows OpenPGP implementation. E.g. Gpg4win, wingpg. But the issue is;
how do you then verify the trust of that binary. You get the idea.

Or, you can run the Windows Subsystem for Linux. (WSL) which will give
you something close to a gnu/linux runtime on Windows.
