 FWIW, chelseakomlo's `bug22830`
 [https://github.com/chelseakomlo/tor_patches/tree/bug22830 branch] for
 #22830 also includes a fix for this, by specifying `libc = "0.2.22"` in
 `src/rust/tor_util/Cargo.toml`.
