Comment:

 What is the scope of this ticket? Is this something along the nightlies we
 had previously where we shipped all locales in one build + the locale
 selection dialog? This time just with *all* the locales and not just some
 subset? OR is this meant to build bundles for all the locales, basically
 the way Mozilla is doing the Firefox build (which is the right thing to do
 in an ideal world).

 If the former, sounds good to me, if the latter I am inclined to close
 this bug as WONTFIX pointing to #17400.
