 How to reproduce this error:

 1. Run "Start Tor Browser.exe".
 2. Immediately shut it down as fast as you can, and it might leave a
 zombie process "firefox.exe".
 3. Run "Start Tor Browser.exe". Nothing happens.
 4. Run "Start Tor Browser.exe" again. You will get error message in the
 attached png.
 5. Kill "firefox.exe".
 6. Now run "Start Tor Browser.exe", and everything will work fine.
