 Pushed a spec tweak to
 [https://gitweb.torproject.org/user/atagar/torspec.git/commitdiff/804a1c36a8be630fa4568da55622755e9da12d22
 my 9271 branch] and filed #9272 to track the implementation of this
 missing capability.

 I'm not spotting the `consensus-index` that Karsten mentioned, so maybe he
 already removed it.
