 If user has relay with enabled accounting and runs HS then tor on startup
 prints warning about possible security issue with monitoring availability
 of HS can reveal on which relay it runs.

 i have hibernated relay:
 Jul 03 21:48:25.000 [notice] Bandwidth soft limit reached; commencing
 hibernation. No new connections will be accepted

 and I still can connect to HS running on it. I think this warning is bogus
 because you can run HS even on tor client (no ORport).
