Comment(by phw):

 It looks like the DPI boxes now also look for the TLS client hello. The
 server hello continues to be filtered as well. The three bridges published
 in the [https://blog.torproject.org/blog/update-censorship-ethiopia blog
 post] are not blacklisted. They just don't get the user's client hello.
