 I propose that we add a new Hidden Service feature.

 I propose that we add two new configuration options -
 "HiddenServiceWebServer" and "HiddenServiceWebServerDir"; the goal would
 be to use the built in libevent webserver directly connected to Tor for
 serving up static data in the directory specified by
 HiddenServiceWebServerDir.
