 By comparison, the normal torperf runs have these completion stats:

 The circuit build timeout is unknown. We should log this better.

 80% of the fetches are done in 11s.

 90% of the fetches are done in ~15s.

 None of the fetches are done before 2s.

 I'll attach graphs in a second.
