 Some comments on using the magic R incants from #2543:

 80% of the requests complete before ~17s.

 The circuit build timeout started at 23s and drifted up to 26.

 There appears to be a less of an exponential decay in request completion
 times as compared to our other 15 torperfs. There is a cluster of
 completions around 50s.

 None of the fetches complete before 5s. 90% are done in 20-25s.

 The torperfs appear to get slower as time progressed, until the run
 stopped due to sat failure.
