 That's due to #21323. The problem is that the news site is loaded over a
 secure connection (you should see an HTTPS in your URL bar) while the
 comments are not which is usually blocked in browsers (and Tor Browser now
 as well) as it imposes security risks. It seems if you are not using the
 https-version of that website then the comments are working fine in Tor
 Browser 7.
