[Tor www-team] TPA-RFC 29: Lektor SCSS plugin

Following up on my last email about TPA-RFC 30: here's one about TPA-RFC 29!

This RFC is proposing that we use a lektor-specific plugin based around 
python's libsass to automate building and rebuilding our SCSS files.

It started in a very informal way, so the RFC document itself is a bit 
rough around the edges, but hopefully still readable.

Like TPA-RFC 30 this proposal has a 1 week deadline and will close June 
8 2022.
