[Tor www-team] Just a download site

I created a GitHub repository for the project here (attempting to keep the
same naming convention as the official projects):
https://github.com/wpapper/tor-download-web
It's just a quick and easy way for us to collaborate for now. Ideally, I'd
like to have it hosted on https://gitweb.torproject.org/, but I'm not sure
what the policies are for adding a project. Could one of the Tor Project
members shed some light on this? Thanks.
I'll be committing my changes to the GitHub repository. All contributions
are greatly appreciated!
