[Tor www-team] Just a download site

Here's a rough TODO list that anyone can feel free to jump in on.
Everything is sorted by priority:


   - Make the download button change when a new drop down option is
   selected. There's a bug in initializeChange() in detect.js where it won't
   trigger on selection change, but I can't spot it easily.
   - Make the download button include the OS icon (which helps novice
   users). The goal is to have it look something like the Firefox download
   button, but with OS icons instead of the Firefox icon (it's just a matter
   of setting the background image in the CSS, but the icon needs to be the
   right size): https://www.mozilla.org/en-US/firefox/new/
   - Make the whole download button have the hover effect, not just the
   "Download" text
   - Make a non-JS fallback which is just a table of links for each OS and
   language. They can be replaced by jQuery so that most users never see it,
   but some users will have Javascript disabled.


Some of these changes should be very straightforward, even if you aren't a
