[ux] Tor Launcher UX wiki page is now live! + Updates

Hello Tor UX folk:

All of the information about the Tor Launcher UX work finally has a home. I
took the time to fill in the most critical sections today. Check it out.

Notable things:

   - Design Iteration 4 is up. (actually, all of our interfaces we designed
   are linked.)
   - We ran a focus group today, and the summary of that is up!
   - What will change for Design Iteration 5.
