Ok I get it, even though they can, it is more likely they are passive
logging everything, scanning all non SSL for keywords and only
actively targeting a small number of people maybe say under a thousand.

Given that this is the case, since its not legal for them to
surveillance all Tor exits just to watch one person, Tor should
actually provide pretty good protection to individuals.
