I see this as well in the 1.3.13 Browser Bundle on Windows XP. Odd. I  
had wondered if the rulesets were simply hidden so that they couldn't  
be disabled, but after some testing it was obvious that no rulesets  
were being applied. The add-on as supplied in the package is  
completely nonfunctional for me at this point.
