User tor issue

But a similar entry was already there.

Practically with this bug tor is not running so the severity and 
priority are euphemisms. (it's a class one outage!)
I need the accounting to make mrtg graphs and limit the bandwidth 
elsewhere in torrc.
So how can we fix this?

To be sure:

Does '[notice] Configured hibernation.' mean that hibernation is 
*active*? (if so: please change `configured` to `activated`)
