Transparent proxy won't work with mingw under win32

	I believe Fabian answered this already.  For the record, even
	with ipfw for win32 installed, the ioctl interface was not
	ported by the ipfw for win32 developers.   Therefore, someone
	needs to update the config tests to look for the equivalent
	functionality in windows, or write something to be that
	interface.

	Currently, transparent proxy does not work with mingw.
