Can Tor run WITHOUT Pivoxy ?

Also if you are only running a server there's no need for privoxy, and
other proxies could probably be made to do the job privoxy does.

But more to the point privoxy is made by different people and used for
many reasons other than TOR, so even if it were required for TOR it
wouldn't be one package.
