Tor 0.1.1.20 servers no longer handle dynamic IPs?

For all those that are experiencing this, it would be great to get debug
logs starting from when you start your Tor server, running Tor 0.1.1.20,
until a ways after you find yourself reachable or several hours pass
trying.
The phenomenon as I understand it is that you start your Tor server,
and nearly all testing circuits fail, and eventually one maybe succeeds
after a half hour or an hour, for reasons I haven't figured out yet;
then when your IP address changes, you're back to square one, at best.
I need more data. You can send them to be via personal mail
(compressed). Posting them publically is probably not a good plan.
