Yeah, one of the most stupid laws that were produced
lately. It's quite useless for fighting crime (as
criminals will just exploit one of the many
exceptions), causes a considerable burden on ISPs, and
lays the foundation for wide-spread abuse.
Concerning tor: From the information on the BMWA
pages, I'd say there could be no such obligation.
Explicitly excluded are:

* Verbindungsnetzen (sog. Backbone-Netze),

dem Internet dienen,
* von Übertragungswegen, soweit diese nicht dem
unmittelbaren teilnehmerbezogenen Zugang zum Internet

I'd say tor classifies either as a "connection
network" (1) or as a "transmission path" (3) and would
therefore be excluded. But IANAL, of course...
