Tor Network response slowing to zero

After I prepended my exit policy with the line someone on the list 
suggested:

reject *:4661-4666
reject *:6346-6429
reject *:6881-6999

the network response seems to be going somewhat better, and at the same 
time the traffic transiting my server is drastically reduced:
