Hi all! To cut down on confusion for newcomers we're merging this list
with tor-project at . Both lists have the same characteristics and same
target audience.

Like tor-reports@, anyone can subscribe to tor-project@ but posting is
restricted to contributors. We play pretty fast and loose with this so
