Tor
 - Investigated why relays and bridges are not counting directory
requests coming in via IPv6, wrote a patch, and asked bridge operators
to test that (#18460).

Metrics
 - Added a new data-processing module that provides data about
agreement or disagreement among the directory authorities.
 - Met Letty to discuss her disagreement visualization for Metrics.

Tor Weather
 - Started a discussion about shutting down Tor Weather.
