[tor-reports] Sebastian's Mar 2015 status report

Hey,

in March I attended the dev meeting, worked on Tor testability and the
website:

- worked on more controller features for Tor testing
- sped up the stem integration test suite significantly for controller
  tests
- implemented a feature to (more) accurately track Tor's test coverage
- implemented a mirror signup form for the website
- triaged remaining website tickets

Remaining tasks for the future:
- finish the sponsor O things I promised to help with
- work through the website ticket queue again
- incorporate the feedback I got during review for my patches
