[tor-reports] Andrea's January 2014 status report

In January 2014:

 * The new multi-channel scheduler is finally finished, unit tested and ready
   to be reviewed and merged!

 * Met with NickM to flesh out ideas for how to hide the directory authorities

For February 2014:

 * I will be attending the Reykjavik dev meeting

 * I swear I'll try to do a better job of writing these promptly damn it.
