[tor-reports] April's report from Jason

Hi everyone,

In April, What I have done:

- 20 help/help-zh tickets resolved on RT;
- 16 Chinese files reviewed on Transifex;
- reported the translating cache issue to @transifex and got a reply;
- Answered questions about Tor on Chinese forums and websites.

What's my plan for May:

- reply more requests on RT;
- review all Chinese files on Transifex;
- invite Chinese translators join Tor project on Transifex;
- write Chinese FAQ about  Tor and share it on Chinese social networks.
