[tor-relays] Relay disconnect & offline on IP change

Hi, once upon a time Tor used to take care of this by itself, updating the 
descriptor, but at some version it stopped doing so. At least my Tor did stop. 
Or maybe it does it again, but I haven't checked... :-)

I've solved with a script that connects to some url that gives back my public 
IP*, and if it's changed calls
/etc/rc.d/rc.tor restart
