[tor-relays] Setting up HTML page for exit relay

I use the simple conf in torrc:

DirPort ser.ver.IP.v4:80
DirPortFrontPage /etc/tor/tor-exit-notice.html

Many relay admins use nginx, Apache is overdosed for that.
