[tor-relays] Relay Bandwidth Limit

I was never able to get the other bandwidth shaping parameters in tor to
work how I wanted.
So, for my bandwidth limited server, I ended up loading "wondershaper"
so I could provide a limited bandwidth continuously throughout the month
instead of an on/off/on/off/... connection.
Cheers.
