[tor-relays] snowflake prometheus metrics listen address

thanks Toralf but I'd like not to tinker.

There is no FW running on the VM and for the tor bridge which is running 
there as well I use:

MetricsPortPolicy accept  192.0.2.1

so something like this would be needed as well (didn't take this into 
consideration :blush:).

so seems like a won't implement for me atm anyway.
