[tor-relays] Reboot torservers.net @ 37C3

Hello everyone,

torservers.net has been inactive for quite some time. I have organized a 
meeting at the 37C3 to change this in the future, if you want to.

You are a representative of a non-profit who is running Tor relays and 
you think it could be useful to a have some kind of umbrella 
association? Please attend this meeting.
