[tor-relays] relayor v21.0.0 is released

relayor v21.0.0 is released.

relayor is an ansible [1] role that helps you with running tor relays with minimal effort (automate everything).

This version contains a bugfix:

* the GPG key for deb.torproject.org expired and we shipped the expired version,
we now fetch the public key directly from torproject.org instead of shipping it with the ansible role.

The relayor signing key itself has also been updated:
