[tor-relays] Raspberry pi 3 relay performace

Probably related to this issue:
https://trac.torproject.org/projects/tor/ticket/27813
At least the description fits to what I see on my relay based on Raspbian.
Same bandwith settings as with all previous versions so I assume it is not
related to a wrong torrc config.
