[tor-relays] Change Tor's security settings

There is a way to cancel/change Tor's security settings(which means that i
can't use same ip for two parts of the circuit-Guard/Bridge or Middle or
Exit)  and set him to use the same ip for all his circuit(Guard, middle and
exit). and or instead of doing that can i set a specific Middle-Relay?
