Is this a good idea?
Different people will give you different advice.

If the list gets too big, the authorities will reject your descriptor.

No, Tor does not download URLs in torrc options.
That could cause all sorts of security issues.

1. Install a version of tor that supports "%include".
2. Download the file every day using a script.
3. Configure your torrc with:
%include tornull-bl.txt
4. Every time the list changes, HUP your tor.
(logrotate HUPs tor daily, so you might not need to do this)
