[tor-relays] torservers internet connection

My total max bandwith is 100MB/s, 40MB i reserved to bussines and 60MB/s to torconnections.
I cannot use all 100mb ii is to mutch, so thats was my motivation.
I will wait and see what bandwith my setup can use and change the config to 25-30mb/s BandwidthRate.
