[tor-relays] Why are my relays flagged?

Because 0.3.4.9 is out.

Sometimes the old version will stop being recommend before the new
version is available in various repositories, but that doesn't seem to
be the case here. I see 0349 for bionic on deb.tpo

apt update, apt upgrade, systemctl restart tor
