[tor-relays] Util helping maintain MyFamily

Hello Everyone

I wrote a bash script helping maintaining the MyFamily string in torrc.

The idea is to have one single file with all relay nicknames and there
fingerprints and generate the MyFamily string uniquely for every node in
the family.
