Flokinet or Trabia have been perfect for running relaxed Exit nodes for me.

Hi Mick,
that's true for their ToS. I do know at least 2 exit nodes from that AS,
though. If you use the reduced exit policy and work with them if they
get too many abuse complaints for your VPS, you can run an exit.
I decided to run a middle relay only, though, as they got MANY abuse
complaints for my VPS.
