[tor-relays] Debian9 install gpg repository problem

Hey!

I've set up quickly a Debian9 on a Windows Virtualbox.

When trying to follow the guide here "Option two: Tor on Ubuntu or Debian"
https://www.torproject.org/docs/debian.html.en#ubuntu

The first command line result is (root account used) :

# gpg --keyserver keys.gnupg.net --recv
