That's easy enough to do. You can set up BIND, DJBDNS, MaraDNS, or what have
you as a resolver, make sure that it's notion of the root DNSes is up to date
(easy enough to do with a shell script), and set your /etc/resolv.conf file
to point to 127.0.0.1.
