[tor-relays] security/tor ignores torrc Log setting?

Depending on your torrc this is expected,
but George was implying another thing:

> /var/log/tor/ **regardless** of what you put in the /usr/local/etc/tor/torrc
If my torrc says:
Log notice syslog
it will not write to /var/log/tor/
so I can not confirm George's observation and was wondering what version
he did observe the mentioned behavior.
