Atlas displays onionoo.torproject.org data. Onionoo uses Maxmind for
GeoIP data.

It should not bother you to much if atlas displays an incorrect country,
eventually it might be fixed with a Maxmind update.

There is also a ticket to replace Maxmind as a data source:
