[tor-relays] multi tor instance support for startup scripts

I attached a patch to the debian version of this enhancement request
[1] - it is based on [2].

If MULTI_INSTANCE == 'yes' - can be set in /etc/default/tor - we take
files from /etc/tor/enabled/*.torrc into account (thanks to federico3
for suggesting the 'enabled' subfolder).

If it is not set, the behaviour should not change at all for the user.
