[tor-relays] Incorrect IP Address change reported

I got my IP address reported as changed to some Deutsche Telekom IP
twice in a few minutes by 154.35.175.225 yesterday

This IP is "Faravahar" according to
https://trac.torproject.org/projects/tor/ticket/14487
