[tor-relays] bwauth graph for August 2015

Hi,

I generated graphs for bwauth votes.

The graph [1] shows that adding Faravahar (yellow) as 5th bwauth
significantly reduced the amount of unmeasured relays (difference
between red and blue), at least as long as it did provide measurements.
