[tor-relays] Understanding bandwidth rate

actually it's Mb, which stands for megabit.
since one byte is 8 bit, 2 becomes 16 and 4 becomes 32.
therfoe you shoul set your config to 250 Kb (250 Kbit * 8 equals 2000 KByte equals 2 MByte) and 500 Kb (500 Kbit * 8 equals42000 KByte equals 4 MByte).
